Update fast_float to 3.5.1; see upstream release notes. Despite the increase in major version, this is a backwards-compatible update.
Initial package for rapidyaml and its dependencies c4core, c4log, and c4fs. Note that the Python bindings (python3-rapidyaml subpackage) will not be available on EPEL8 because setuptools is too old to build them.
