I've installed qwt5-qt5, qwt5-qt5-devel, and qwt5-qt5-doc on my CentOS Streaam 9 VM. They seem fine -- or at least the same as on Fedora 36 -- and my Opticks application builds and links same as with compiling and installing qwt5-qt5 from source. So it looks good.
Interestingly, when installing qwt5-qt5 from source "make install" installs

Whereas your new qwt5-qt5 rpm installs but the single
-rwxr-xr-x. 1 root root 918960 Jun 23 22:23 /usr/lib64/libqwt5-qt5.so
...without any version suffixes. Which isn't quite the same thing: I believe the usual convention would be for the qwt5-qt5 package to provide just /usr/lib64/libqwt5-qt5.so.5.2.3 and the so.5.2 and so.5 links, and leave the unversioned .so link to be made by package qwt5-qt5-devel.
But again this single libqwt5-qt5.so is the same arangement as on Fedora 36, and either way my application finds and links with it just fine.
