This is an upstream bugfix and enhancement release.

Salient changes:

Allow bumping releases with a new magic comment and combining magic comments (e.g. [skip changelog, bump release: 5] to skip this commit from producing an RPM changelog entry and bump the release number to at least 5).
Finalize splitting off rpmautospec-core and rpmautospec-koji into their own source packages.
Improve performance with and fix bugs related to parsing spec files.
Don’t process already processed spec files.

This is not complete update, matching python-rpmautospec-core is missing. (0.1.4-1.el9) - there is build in koji but it was not added to update.

 Problem 1: cannot install the best update candidate for package python3-rpmautospec-0.4.1-2.el9.noarch
  - nothing provides (python3.9dist(rpmautospec-core) < 0.2 with python3.9dist(rpmautospec-core) >= 0.1.4) needed by python3-rpmautospec-0.4.2-1.el9.noarch from epel-testing
 Problem 2: package rpmautospec-0.4.2-1.el9.noarch from epel-testing requires python3-rpmautospec = 0.4.2-1.el9, but none of the providers can be installed
  - cannot install the best update candidate for package rpmautospec-0.4.1-2.el9.noarch
  - nothing provides (python3.9dist(rpmautospec-core) < 0.2 with python3.9dist(rpmautospec-core) >= 0.1.4) needed by python3-rpmautospec-0.4.2-1.el9.noarch from epel-testing
(try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)
