OK, so it's not just me. Apparently flatpak doesn't know how to handle extra-data when pulling from an OCI catalog, which surprisingly is handled differently than a local install from a downloaded .oci.tar image (which works just fine, I've been doing that locally for months). Well, that's why we have a testing channel.
Looks like I'll have to revert the out-of-the-box openh264 support until I can get flatpak fixed. Respins to follow. :-(
